Seven more Illinois counties just voted to put separation referendums on the November ballot. Coles, Gallatin, Hamilton, Henderson, Macoupin, Monroe, and Saline counties will ask voters a simple question: should we leave Cook County behind and form a new state?
They'd be joining 33 counties that already said yes.
State Rep. Brad Halbrook, a Republican from Shelbyville, has been the legislative engine behind the movement. He introduced HJR 16, a resolution urging Congress to declare 101 of Illinois' 102 counties the 51st state. The only county left out? Cook — home to Chicago, home to the state's Democratic supermajority, and home to the policies that drove 33 counties to already vote for the exit in the first place.
Halbrook told The Center Square that citizens across downstate Illinois have simply lost faith in Springfield. "They don't see that anything's going to change for the positive," he said, pointing to the SAFE-T Act and the Protect Illinois Communities Act as flashpoints. The SAFE-T Act overhauled the state's cash bail system. The Protect Illinois Communities Act banned certain firearms. Both passed over the loud objections of the rural counties now voting to leave.
"Billions of dollars have been transferred from citizens, from businesses into state budgets," Halbrook said. He attributed the tax squeeze to Gov. J.B. Pritzker, who has added more than 60 new taxes over his eight years in office. Sixty. That's not a typo.
Pritzker's response to the movement has been characteristically dismissive. The governor called the separation effort "a stunt." Which is a convenient word for something backed by ballot measures in 40 counties.
The legal obstacles are real. Article IV, Section 3 of the U.S. Constitution requires approval from both the Illinois General Assembly and Congress before a new state can be carved from an existing one. Halbrook acknowledged the uphill battle — Democrats hold a supermajority in Springfield and have zero incentive to let 101 counties walk away with their tax base and their electoral votes.
But the movement isn't happening in a vacuum. Indiana's legislature has advanced bills to incorporate willing Illinois counties. An Iowa lawmaker previously proposed legislation to absorb western Illinois counties. Even the Chicago Bears have relocated to Indiana. When your own football team is looking at the state line, the "stunt" framing starts to wear thin.
"We need to have a conversation at a minimum," Halbrook said.
He's being generous. Forty counties have now spoken through the ballot box, with seven more on deck. The conversation isn't starting — it's been happening. Springfield just isn't in the room.
The math tells the story plainly enough. One county sets the agenda for 102. One county's political preferences dictate gun policy, criminal justice reform, and tax rates for communities that voted against all of it. The separation movement isn't about secession fantasy. It's about 101 counties doing the arithmetic and realizing they're subsidizing a government that doesn't represent them.
Pritzker can keep calling it a stunt. Halbrook can keep filing resolutions. The Constitution can keep making it nearly impossible. None of that changes what 40 county-level votes have already confirmed.
The people who grow the food, run the factories, and pay the taxes have done the math. The people who spend the taxes say it doesn't count.
